The centre was established in September 2001 from Everton Road Nursery School and staff and children from a range of social services day nurseries in Liverpool. The original childhood centre and now Children's Centre has grown from the former Sure Start local programme and Early Excellence Centre (EEC) initiative.

Headteacher/Head of Centre, Lesley Curtis was appointed in January 1999 to undertake the challenge in leading the development of the first integrated centre for the city of Liverpool.

In recognition of the development of services, the centre gained Department for Education and Skills 'Early Excellence Centre' status in February 2001. Since 1999, the centre has developed strong links with Sure Start West Everton and Breckfield - helped by a major, shared building programme funded through the EEC programme and Sure Start programme. The whole site is called Everton Children and Family Centre and houses Everton Early Childhood Centre (former nursery school), Speech and Language team (SALT)  (funded by the Primary Care Trust) and the Child and Adolescent Mental Health North Team (funded by Liverpool Alder Hey Children's Hospital Trust).
